For me it's still good from the non-shipper perspective. Because obviously the Doctor has to keep traveling and of course we won't see him with the same Companion for the rest of the show.
That's from the outside point of view, but what makes it so great is that there's an in-story explanation too. If Rose stayed with the Doctor she would lose him, because sooner or later he'd have to regenerate and his personality would change. And the Doctor would lose Rose, because her livespan is so much shorter than his. Also, they'd have to decide on a uninverse. If Rose left Pete's World, she's either have to force her family to come with her or she'd have to leave them behind. If the Doctor came to leave Pete's World, he'd have to leave his universe unprotected. With great power comes great responsibility and all that.

RTD found a solution in which the Doctor keeps traveling, but as a different version is also happy with Rose. Rose got to stay with her family and live with the Doctor. A Doctor she won't have to worry about changing again. Not sure about the traveling though... they're growing a TARDIS (pretty sure that was canon), but how long will that take? I know, sucks that Rose didn't get much say in it, but I think she did win the jackpot there. And really, what else was she supposed to do? Make a stupid decision just out of spite?
And I need to mention how happy I am to see a clone that doesn't get screwed over for once. Usually clone stories end with the clone being killed or having other bad things happen to them.
The Doctor gets to keep saving the universe and a bit of closure because he knows that in a parallel world a version of him is happy with Rose.
